Nope, does not remove tannins. Only carbon and water changes does.

Sure they have uses
green water
prpoerly flow rated they can help control parasites

both the above can be done cheaper tho with proper aquarium management

They have uses. They can be used to keep unicellular alga down. They can keep parasites in check like anne said, and they can keep your planted tank screwed as they will break up some nutrients into a form that plants cannot use.

It might seem peculiar but Ozone which is often used instead of a UV steriliser will break down tannins.
