Getting water above tank for a Betta and some Pothos??

I would like to have some pothos in my setup but the hood does not allow for it.

I have an idea that if I could take a small tee off my eheim return hosing to the main tank and fill up a large flower pot or a betta tank then I could make it work. I have 20mm solid return piping, can I tee off say a 4mm flexible pipe from this? If so what would I need?

I then assume I would have to use an 8mm return pipe incase there was an overflow. Would this work??

I think your best bet is having a pump exclusively for the section up top. Google 'above tank refugium' and you should get what your looking for.
 
A tee from your return could be done. You would need a ball valve on the return after the tee to pressurize the line going to the betta/pothos. Also you would probably want to use a larger return from the upper tank because 4mm will quickly get clogged or at least slowed down enough to cause an overflow.
