Sounds like a marketing trick. But maybe I'm merely ignorant.
It essentially is. "Flash tiger" is nothing but a trumped up name to describe a nice looking juruense. In that respect, "flash"-iness is in the eye of the beholder, at least until someone publishes literature stating otherwise.
There is however a common theme that I've seen to flash zebras: wider stripes and yellower colors. But again, there is no distinct demarcation between this morph and the " normal" ones.
In one of the threads that discussed this, the point was proven succinctly: people posted what they thought were flash zebras. Other people would then feel that said "flash" zebra was a jur, and vice versa.
Marketing and opinion is all it is.
