Water staying cloudy

I set up my 450 gallon a little over a month ago and it seems like no matter how many water changes I do the water STAYS cloudy. It has a home made sump with cotton and lava rock in a 30 gallon trash can. Was planning on adding some pot scrubbies and maybe some carbon to see if that would help?
Stock is :
Florida Gar
7 Bulhead Catfish 8-12"
2 Flat heads 10-12"
3 LMB 8-12"
1 Israeli Carp 8-9"
Any ideas on what I can do?

Well, I assume you have measured the parameters and that they are fine.

One cause of constant cloudiness could be suspended particles. Are you using anything smaller than filter wool, e.g., 20-50 micron filter socks? Particles that are smaller than human vision (<40 micron) can cause visual cloudiness in sufficient quantities.

Also are you using a UV?

No UV and no to the filter sock. I had another friend mention a filter sock to me. I think I'm going to order one and try it out and see if that helps any
