Is this part of the program that's tearing out dams?

Good job. I'm working with ESA listed coho here in Oregon.
That is great to hear! What river or watershed are you working on?

Is this part of the program that's tearing out dams?
SPAWN advocates the removal of dams on the Lagunitas watersheds.

I work over here on restoration/enhancment of sea-run fishes. Loss of spawning habitat (mainly from the construction of dams) almost did them in.

In the video, is the little guy a jack waiting to dart in and leave his load or a trout waiting to dine on some eggs?

Have you guys seen the video Damnation? https://vimeo.com/ondemand/damnation

Apparently it's available on Netflix now.
I am going to say that fish is a Jack or Jennie. For my Internship I did not have the opportunity to watch the spawning salmon I only got to the opportunity to watch the Coho Salmon and Steelhead fry and smolts in the stream this summer. I was there to manage the native plant nursery gardens as I have got a Agriculture degree. The removal of the dams on the Lagunitas watershed would greatly contribute to the restoration of this Salmon runs. That is if minimum flows of the creek are maintained through out the year.

Best Regards
