It shows him holding his hands up after grabbing the black gar and that the "Black" seems to have rubbed off on his gloves. Maybe it's just a skin condition.

My very dark gator left similar dark coloured slime on my hands/the net when I removed it from its pond for measuring. I don't believe this is a skin condition. I think that they just possess some colouration in their slime coat, however, my deductions could be incorrect.
 
It is not a skin condition.

Melanistic conditions exist in gars for a few reasons morphological and physiological. They are not really terribly uncommon to run across. I've personally seen many of them especially during the spawning runs in Males. There are a couple known populations where this shows up in a large percentage of the population (Male and female) and persists year round.
