in a four foot tall encloser would a small 15" bolivian coconut palm seedling or a acai palm seedling be nontoxic to a green basilisk in the future i plan to have the tree outside

i would wager yes because I do not think that the palm fronds would appear appealing to your lizards. I do not think that it would be toxic but I am not sure. I just dont think that they would try to eat such a waxy, rigid leaf...

It is safe to your lizard, however allways good to remenbar to put all newly purchased plants on quarentine, preferably outdoors so that they shed all possible quemicals they allmost shurely have been in contact with (pesticides, fungicides, etc). I would however use other plants, coco nut seedlings are HARD to a desespering point to keep alive indoors and in a terrarium with a active lizard and basking ligths...forget about it. Just rubbing the delicate leaves against walls makes the tips die and eventualy the woule leaf. Much better plants are Sanseveria, Monstera, softleaf Yuca and umbrela trees. Acai dont know, never tryed it, as long as it doesant have spines it is ok, maybe worth the shot of trying.
