Automatic Water Changes

I was wondering if its possible to automate the water change process... ...a device like in a toilet cistern... ...to get rid of the chlorine...

It is more practical for saltwater and brackish tanks. For straight freshwater, it is better to use a drip system like Rallysman's.

To remove chlorine, just use a carbon filter (see Rallysman's links).
