So I received this 45g tank from my friend. It's in great condition. Dimensions are 36"x13"x21". My question is if it is possible for me to make this into an afrcian cichlid tank. I know my only option 9if any 0 is mbuna.

You could do a single group of dwarf mbuna like salousi or a small group of labs or rusties.

Yes. Keep in mind that female Cynotilapia afra (renamed zebroides) are not colorful. So 1m:4f you will have one colorful fish.

IMO saulosi are the exception to the rule that 3m:9f will work in a 36" tank.

It is a proven tank, because people are attracted by the bright colors of both genders. It has even worked in a 30" tank.

Not so zebroides. If you want to try it you can always rehome fish if it does not work. The Cynos have varying temperaments...I'd do Cobue if I was going to experiment.

I know people have tried it with rusties and failed.
