At what size/age do vieja synspilum able to breed particularly male
and size of female also

They may spawn as young and at a size of only 3"-4" although they are not usually fully mature at that size (age). First spawns are not always successful, and sometimes it takes 2-3 attempts. They are fully mature between 2 and 3 years old though, and at that age, a successful outcome is more likely.
