wondering why some states are legal while the others are illegal...
any further explanation ?

It is because the weather varys from state to state. Like Flordia has tropical weather year round very simalr to the conditions where tropical fish come from. So if some one wanted to stalk a local lake with Piranha they would have a very good chance of survival. And then there is colder states like Minesota and Wisconsin where the winter months can dip will below 0°f if you put a Piranha in one of there lakes it probally wouldnt last to long seeing as many of there lakes and rivers completly freeze over.

State also fear that if a non native fish was to survive that is could wipe out much of the states native fish, there food sources, and disrupt there natural habitat which is very true.
