The answer is to counteract spammers. The post moderation and minimum posting requirement is to ensure that you are in fact a "real" person. The keeps the bots and spammers from not only posting on the forum, but to also keep them from sending PMs to members. Other forums I'm on have 50-100 post minimum before you can PM or even post in the classifieds. This forum is actually pretty lax in that regard.
