the problem here is safety . If it was a free for all , then the most daredevil risk-takers would be the winners . Some people would die trying to out-dope their competition . Several died in the early days of epo before the test was out . Also doping is expensive to do it right . Those able to spend the most would have unfair advantage . Which is part of why Lance was the best doper . He paid the most and even had a exclusive contract with Ferrari ( the best doping doctor ) that he couldn't work with any of his competitors during those years .
