Over Stocked or not ?

Like many have said, no on the jardini. It will kill your stuff. Other than that, I almost think you need more. With Africans, if you're not overstocked, you'll have aggression issues. I would skip the knife, and add more africans, it will help with aggression.
 
If you have an efficient filtration system and ditch the black knife, I think you'll be able to add some fish in the 4-8" range, no problem.

2800lph (740 gph) seems on the low side. I haven't kept Africans, but if they are dirty in their eating habits like some of the the CA and SA, plus with a pleco, I'd have a concern. Also, I though Africans were a little more sensitve, but that could be wrong.

I've found Africans to be a lot less sensitive than SA and CA. Maybe just me and my water. Also found them to be quite a bit more tidy.

Depends on the size of the fish! And imo aro will def not be a good idea unless you plain on upgrading. A picture would be a good indicator, some people will say you need 100gals for these fish, some will say 300, we all have different standards but IME the more swimming room and volume the better!
