Everything I have read shows a strong chlorine solution and hot water will kill it... IMO you are over reacting and most likely wrong on diagnosis anyways. But feel free to spend your $ anyway you want

All the comments I've seen regarding fish TB, aka Mycobacterium marinum is that your equipment should be cleaned with bleach and then alcohol but there is no good way to verify if this is true solution.

If you plan on disposing of the tank and don't want to possibly pass this on to whoever picks it out of the trash, my suggestion would be to break all the glass panes and frame sections and dispose of them in the trash after cleaning the tank first.

It isn't. Put it in a big trash can or dumpster and throw a hard object at it. No one wants a small tank with busted glass. If you need further assistance with either the glass busting or the dumpster identification YouTube has some great videos on both topics!
 
Good news, boys. I called up the government office of my district and it turns out that they'll simply take it in along with the rest of the trash left out on garbage day. Their main concern when it comes to recycling is metal, so clearly glass isn't the issue.
