No. He's referring to the little retractable fishing rods that store into a pen-size barrel. I've been trying to upload a pic but, the systems is not accepting it.
 
The strain is mostly on the line in that Kind of Setup, so it doesn't snap. Look at some icefishing Videos, those people pull massive fish out with tiny rods.

It's alright Moderators are fixing the problem ;) just joking though these rods are very cool
 
They work just fine if you know how to set the drag correctly and tire the fish out.

I can't find the pic of the bass I caught early in the summer of 2014. But there are a lot of videos of the rod I have on YouTube. Just look up penfishingrods. No spaces. I have a normal spinning reel and 2 fly reels.

I love mine. So small and easy to store in a bag ( I have mine in my backpack in my car just emergency fishing trips 😉) I'll run to my car tomorrow morning and grab my setup to take pictures.
