I agree, by all means track her down at school, pull her from class, search her phone, she may have naked turtle pics!! or other things, you know what better search her house, she may have a frog jig!!

yes, this person needed to be arrested and fined. leave the school girl alone.
 
parents responsible for the actions of there kids till 16 in most states. parents be fined not her.
 
but just to be devils advocate, when does fish and game have the resources to track folks down? these are always past to the law enforcement jurisdiction. You kind of sound like you got busted for no fishing licence and pissed about it. LoL
