What to put in 20 gallon long

I know this is different from what most of you guys are used to stocking but I'm looking for opinions on what to put in it. It's a 20L with a 10 gallon sump. Right now there are 5 mollies in it but those will soon be rehomed. Any ideas? Haven't decided if I'm doing plants or not.

If you don't have high ph water I suggest a group of Apistogramma or a group of German Blue Rams ratio 1male/3 female's.
 
A group of small tetra species and a group of bottom dwellers like Cory catfish but only with a sand substrate so they don't injure their barbels.

They also have African Cichlids which stay small and thrive in high ph water. I live in Ohio perfect water for most African Cichlid specie.

I've always been interested in those Cory catfish but have never had them before. How well do plants do in a sand substrate?
 
Small puffer like hairy or Mekong.
Those are very cool looking fish. Pea puffers were one of the first things I considered but thy don't have near the amount of charm as the big guys and I thought the flow in the tank might have been a little too high for them.
