How to remove epoxy from off of bulkhead

This is a picture of a external overflow (with the bulkhead facing down) the previous owner used epoxy to fix a leak. Only problem epoxy is touching the bulk head and the bulkhead is leaking and needs to be replaced . I want to replace it but dont know best way to go about getting this bulk head off epoxy is hard as a rock. I have a dremel I can use with a spinning wheel used to cut metal but was hoping there might be a better way dont want to risk chipping overflow glass.

Might want to apply some acetone to the seal around the bulkhead, see if it softens up that epoxy. Let it sit awhile then come back and try to cut into it with a razor blade or the dremel. You should be able to carefully work the dremel bit into the crease without damaging the glass.

Not gonna lie though ive had bulkheads like that where i ended up scrapping the whole glass panel or cutting off the hole because i couldnt get the bulkhead off. Might be impossible to do without cracking the glass.
 
Have you tried spinning the nut without cutting? Looks like the glass was bonded for a crack. If the tank is cracked at the bottom, I would not be able to sleep. Relieving the clamping pressure from the bulkhead may open up the crack. How about just bolding the entire bulkhead permanent to the tank?

Pretty much the same thought. I work with epoxy in woodworking and use acetone to soften it up or clean it from glass, etc. But it can be a slow process and need frequent reapplication (acetone dries very fast), so I'm not sure how well it will work in your situation.
 
Update so its not glass the tank is acrylic and the external overflow is a hard plastic like material. I will try acetone. Im sure i can twist the bulk head no problem once I get epoxy off it.
