While Tarpon are beautiful and awesome fish, I would again reccomend you go to reef2reef.com or a different saltwater-specific group for that question since they are primarily saltwater, not to mention that most people here don't have the tank size needed for such a massive fish.
Many Monster fish keepers have Tarpon and keep them in Freshwater
Perhaps, but not many people keep those fish here or have the capacity to keep them properly.

is the only member I can think of who would have the space. There are others, but I can't think of them now.
"Many" is a very relative, subjective term. Yes, many keep tarpon and goonch and arapaima and redtail cats and all manner of giant fish; few actually keep them properly, with adequate space and water changes and proper nutrition.
Don't follow the "many" who keep fish like this for a few weeks or months and then come here telling tales of woe about how the fish have developed spots and lesions and weird behaviours. Follow the far smaller number who have them and keep them healthy for years on end...and if lack of space or facilities or cash or whatever makes following them impossible, then accept it and stick with smaller fish that can be maintained in optimum conditions, rather than in just-barely-adequate or even inadequate set-ups.

It’s mostly for my public Aquarium. It’s a long story, but they have a giant tank with manatees and fish from the Gulf Coast, but don’t have a tarpon. I’ve always wanted my plan to grow out and donate it to the Aquarium .Perhaps, but not many people keep those fish here or have the capacity to keep them properly.
So...assuming that the public aquarium would accept such a donation, which is by no means a sure thing...how large would the tarpon need to be in order to be safely introduced to this massive tank full of manatees and, presumably, large fish...some of which are almost certainly predatory? And how large could you possibly grow the tarpon out in your home aquarium?
I can't help but think that there's a discrepancy there of as much as a couple of feet. What's the plan to deal with that?

I plan to grow the tarpon out to as big as I can get it no idea what size that will be. I actually had the privilege to do a behind-the-scenes tour of the same Aquarium and they have a big pond that they were using to quarantine and grow out lookdown fish. Really the biggest fish in the tank are stingrays, but all the fish just like other aquariums are well fed, and don’t usually pick on each other.
What size tank/pond do you intend to grow it out in mate?
