I've never gotten any of my eels to eat dried or freeze dried anything. I've tried all manner of trickery concerning pellets. Some people can crush up pellets and add it to the frozen mix It hasn't fooled anybody yet but it's always hillarious watching them shake their head at me. Frozen bloodworms and krill seem to be the best I can get for the price- the flatpacks are cheaper.

Worms - #1 eel food. Start off with Red Wigglers when they are <6". Canadian Nightcrawlers after they're >6" you can also do European Nighcrawlers, but I like Canadian better)
