This stuff is illegal to have in Texas and isn't native I don't believe. I noticed lately this stuff is all over a river near my house. How do you guys think it got here?

Could've floated in from a state where the plant is not restricted or kept illegally in Texas and somehow released
Could be that is why it's illegal there.
It may be that it has been there for a while causing problems for the local ecosystem.
Maybe in another area and now it's made it's way to your area.

That's true, sometimes after some kind eutrophication event the plants can take off and become noticeable.
