As previuosly mentioned, valves especially in a partially open position provide a location for debris to accumulate that will plug up the lline resulting in a restriction that could back up into an overflow in the tank. What are you trying to acheive by valving the drain?

Never a good idea to put restriction on a drain line. What hapens if you have s "senior moment" and forget you have it closed?

finer bubbles are better IMHO

Just a wild guess but unless you can insulate the tank completely bottom, sides and top you will need at least 2 kW of heating capacity for a 60 degress Fahrenheit differential. Can you move the stock tank into an insulated shed for the winter? Evaporation will be a problem as well....

Schedule40 is adequate for most pressure aplications. The white PVC designates it as virgin material and suitable for potable water does it not?

Bio balls would be fine and in fact depending on the bioload a better choice since they are less prone to biofilm clogging than finer pore ceramics.
