No you don't starve the fish, you just don't feed as frequently as you would to get rapid growth. I fed once a day, then twice a day, then not at all, and so on. The important thing is to vary the diet, and do not get on a schedule.

Rainbows are awesome! Check out giant danios as well, they get to about 4" but they're pretty cool and fast enough to avoid scrapes. Tiger barbs are fun but they dissapear every once in a while, chomp.
