Green algae only grows on my filter intakes. I don't deal with algae outside of that.

BGA isn't really an algae. It's usually due to stagnant water or a lax cleaning regimen. Manually remove what's there and keep up with water changes. You've already addressed the water flow issues, so it should be gone in a week or 2. Also, how long has the tank been setup?

CO2 can be used successfully with a wet dry/sump set up. Just find a way to plumb the CO2 into the return line. If you can't just increase the CO2 by adjusting the needle valve.

Unfortunately it isn't a true aquatic plant. If you leave it submersed, it will die.
