10 gallon light fixture ?

Ive been looking for a strong enough light fixture for a 10 gallon without having to go DIY or spend 100's.
I found this on aquatraders.com and was wondering 1) would this be ok for plants needing medium/high light ? and 2) has anybody tried this light fixture ?

You can get one of those cheap incandecent hoods and replace the bulbs with some of those curly CFL's. Just an idea.
