I have a standard sized ten gallon with a 15 watt fluorescent light fixture on it. I read before that the wpg rule doesn't apply to 10 gallon aquariums or something like that. What kind of plants could I put in here besides anubias and java fern? Could I grow ludwigia repens or some sort of rotala? Could I grow any good groundcover plants? Any help would be appreciated :)

wpg always applies. you may be able to use low wattage plants such as sword plants and java moss. But a better lighting system for a 10 gallon would not be that expensive!!

Actually WPG does not apply in several cases, HO T5, MH, VHO, LED. You will be fine with several plants with that light, consider crypts for ground cover.

consider crypts for ground cover

Yes, Crypts do well in low-light tanks... Rotala always looks better in high light setups however, though you could always give them a try!
