From what I've read and experineced you are mainly looking at small freshwater fish like mollies, guppies etc...but not with both of those breeds in the same tank! I've seen a small reef done in a 10 gal. but I don't think it'd be wise or at least I can't say I'd do it. But don't take my word for it as I have only kept freshwater and brackish fish.
 
I've got two, ten gallons: One for convict fry and the other houses my daughter's angelfish, "Queenie." One idea that I've done in the past with small set-ups is a few small tetras (like neons) or three or four platys and lots of plants.
 
If you want a tiny monster go with 1 African butterfly fish, 1 cory cat, and some elodea over a corner filter and a undergavel filter. Feed mainly rinsed brine shrimp and occasional small guppies. Plants, cory, and Abf will cost around $15 total. look it up, cool fish.

or stack some rocks and put a crawdad in it,, there always cool.

i would got with a mollies/platties/etc and some cray fish

or a nice planted tank
 
I second guppys suggestion of african butterfly fish - awesome "mini-monster"
