Can some one explain how u achieve this? I seen some set up online where they blow the water into a tube that was facing down and the CO2 was pumped into the power head... Is that all u have to do to achieve 100%? And what are some DiY ways to achieve it.

I assume you mean 100% diffusion of CO2?
Run the tubing of the CO2 into the base of a powerhead (you won't get 100%, but better than nothing), or like I do, run in into the intake of my canister filter. The bubbles are completely dissolved by the time it comes out of my spraybar.
I use one of these before the intake, to help break the bubbles up.
