Would a 110 gallon tank 4 foot by 3 foot by 18 inches full ith water and gravel + stand.

Would an average building be able to support that much weight or no?

Depends on where you put it. The center of a large 2nd story room and place it so it sits parallel to the floor joists? No.

Along a wall (especially a loadbearing wall)? Definately.

Try to find your floor beams and place the tank on top parrallel to them. If you haven't done anything to your basement you could just go downstairs at look up to find the floor beams.

You would want your tank perpendicular to standard floor joists (cross as many boards as possible).

If you have a large beam across the floor, you would be better off having the tank overlap it near the middle.

Arrrrgh............ I am trying to convince my dad aparently he thinks its to heavy ( well it is ) and way to expensive it cost 300 usd with filters lighting wood cabinet and heater. I hope i can convince him. We found the load bering wall it. It goes right in my room and kitchen and living room. Ill try to reason with him.
