You need a sump big enough to hold your pumps, bio-media, and filtration media--bio-balls, pads, filter socks, whatever you use.
If that means a 75 gallon sump, then you put a 75 gallon sump. If you can fit all that in a 30 gallon box, then put a 30 gallon sump. The amount of water in the sump is a secondary benefit--more water is better because it dilutes bad chemicals. but it's not what you aim for when you size a sump. You aim for a box big enough to hold your stuff.
There's a very broad rule of thumb--sump is 20% of the display tank volume. But that's a starting point, not a strict rule.
