125 Setup...Suggestions?

A buddy of mine recently purchased a 125g with cabinet stand. He's done african cichlids, oscars, stuff like that before, but is actually interested in FW rays.

What type of substrate/filtration/decor/etc would you all recommend for this setup?

I had a vision for the tank that included 2-3 rays and an arowana.

a normal 125 thats only 18" wide? I wouldnt bother spending the money on aros and rays bc they'll outgrow that tank in less than a year.
