I was thinking 4 angels, 12 panda cories, 15 -20 harlequin rasboras and a black ghost knife. I also plan to plant it with various low light plants. would this work? thanks.

Load it up with some plants and add a few more angels, and I think that would be a sweet tank!! Just make sure when you set it up that you don't combine large angels with too small ras'. They might get nipped out.
 
Could try blackskirts. I'm a big fan of serpae tets also, you could put a big school of them and they're a bit more robust than the harlequins (though I imagine a maxed-out angel could pick some off). Something more surface-oriented like a group of hatchets would be cool too.

If the angles get big enough they may try to eat the hatchets. depends. go w/ fish as big as giant danios or bigger.
 
i've always been a big fan of congo tetras; we have 12 in our 125 with a couple of angels and they get along great and look awesome

I totally agree! Congos or columbians. Those are by far my favorite tetras, and actually get descent sized to be kept as such.
