I am planning a monster fishtank and I only have room on the second floor, and I am wondering if you could some how strengthen the floorboards? Thanks for your time and input, sorry if this is a stupid question (it probably is)
 
You need to get a structural engineer to come in and tell you that. If money isn't an issue hire one and do it right. None of us here will be able to tell you without seeing it, even then the advice will be very limited.

Do you have access to the floor joists under where you want the tank? Nearly certain that you will need to strengthen them.

Can't strengthen floorboards, you can only support them.
Saw one guy on a show put a 6000 gallon tank on the second floor.. He had to make steel stand and steel supports which went down to the first floor which was concrete.. Like Miller kid said an addition is way better
