I have a 15 gallon, dimensions are 24''x12x1/2''x13 high. I have a 65 watt power compact fixture, would that be enough to start a mini planted tank?

I currently have:
Anubias
Banana lily

I want to get:
Sword plants
Dwarf hairgrass
Hornwort

And possible others.

Anybody?

Should be fine. Most of your plants are pretty easy to maintain. I, myself, am still kind of confused on how much light, but I think the 13" tall should be okay for the DHG and Sword.

65w PC is a lot of light to put on a 15g. With the slow growing, lower light demanding plants you currently have and are looking to add, you will likely have algae problems. You may want to either reduce the intensity of light or go with faster growing, more light demanding plants.

I'm probably going to let the Anubis go, but the banana lily should ok, right?

So what plants would work in there?

Dwarf sag and some crypt plants would work in there. Keep the lighting hours down, might even want to consider some duck weed to help if algae problems keep occurring.
