15 gallon - what do you think?

The small ludwigia sticking out behind the pot in the back left was the bottoms of the ludwigia on the right after a trimming. I took the little left bunches out today because they were falling apart. Is there not enough light towards the bottom of the plants to thrive? I have not used any fertilizer and have an Aqueon day white led bulb.
