1500 DIY tank sump setup help,outlet hole issues

i have constructed a 1500 gallon plywood build.I need ideas for outflow ideas.I keep stingrays and i need outlets in tank near bottom or 1/3 the way up just so it actually sucks everything up.On my other tanks i just run a straight pipe 1" below the water line to my sump to prevent overflow,but it never sucks up debris on bottom,but i fixed that problem with fx5s.

now my issue with this tank is i cannot have the outlet 1" below water line its going to be 20"below water line.the problem i am having is what if power goes out.I need help on making this tank full proof their will be major dollar amount of rays going in.I have looked at many of your desings whats the very best.The tank is L shape i need 4 outflows so their will be a whole bunch of T joints on piping.

I used this method exept I went all the way to the bottom with the pipe.
Whats great about it is that with a couple of powerheads you can move all the debis that collects at the bottom of the tank straight toward your overflows sucking up a good 90 percent of the stuff on the bottom of the tank.
 
i want to drill a holes in the side of the tank will this same concept work.i will not be doing a hang over the side style.

what stops water from siphoning when power goes out. do you leave the pipe open where it says siphon break

It should still work if you have it coming up to the water line behind the tank you just may have to modify the desighn a little and i am not good at drawing it out (hopefully somebody else can chime in and draw it for you).
And yes you leave it open where it says siphon break, whan you can do is put a cap on it and drill a small hole in the top of the cap which will cut down on the noise a lot.
