I would think so as the intensity should be enough, and the spectrum (based on the Kelvin rating) looks good also. What are you planning to keep in it?
Depends on what soft coral. If it is mushrooms and polyps then that will be plenty. The only thing I can see being an issue is salinity changes due to evaporation. That small a tank would have larger swings.
