You could build a large outdoor cage with a wire top to keep out the predators and have a house for your turtles to get in out of the rain. Or you could build a large indoor pen from wood with a lot of floor space and hope for the best. You could get some ideas from websites about indoor tortise care.
We have skunks, raccoons, foxes, coyotes, hawks & owls where I live. The only turtle I ever lost was a young painted turtle from my pond. I think a raccoon got it. That species doesn't have the advantage of a hinged shell.
