It's possible, they'll just grow slower. Depending on the plants and your set-up you could allow the plants to grow at or above the water line where they can take CO2 directly from the air.

Surface agitation will balance the co2 in the water and the co2 in the air, as well as O2. Having plants out of the water will not do much, but cause die off when you try to re-submerge.

Your lighting is too low. Stick to the low light plants.
