20 gal sump

i have a 20-gal tank and a powerhead that blows 750 gph for my 125 gallon tank. i have some silicon and a couple peices of glass but how exactly should i put them in there? i don't just wanna have one bulkhead and some carbon. i'd like it to feed back into the tank and provide a lot of current for my false tigrinus.

Is it a real powerhead as they are not designed to lift water just move it.

Why just 'some carbon', tank problems?
