20 gal. too small?

nope. That will be fine. As long as the 40 gallon will be ready before they get too large for the tank

the FM will need to be moved to the 40g before the keyhole does, but yeah that should be ok as long as you have the 40g ready by the time they hit 3.5-4in (max) and make sure to keep up with water quality since a 20g will get fouled much easier than a 40g
 
you said the keyhole will be moved to the 40 but never mentioned moving the firemouth. like a few others have said, they will eventually both need to be moved but the 20 gallon will be ok for a little while to grow them out.
 
Like others have said, you need to eventually upgrade them both. That is if the 40 won't be overstocked in the process of doing that. In which case you need to get another tank. Yipee! :D
