200gal repair help!

Hello everyone, I have been a long time lurker on these forums, but now I need some HELP!

I recently got an old 200gal oceanic (round trim) to replace my 125. I have a 18in. Jadini which is getting a little too big for a 125. I paid $400 bucks for the 200, a xp3, 20gal wetdry, glass canopy and stand. I thought this was a good deal until I checked out the inner seal....

There are bubbles all in the silicone, and the sides are brittle/shrunk. If you look at the bubbles from the outside they are not white, meaning it doesn't look like it has pulled away from the glass. It feels like water underneath. Can water seep in underneath the inner seal if there is a breach in the silicone? I was under the understanding that the inner seal was bonded to the glass panel seal.

I've never repaired a tank, but have researched all over the internet on how to do this.
So can I replace the inner seal without resiliconing the panels together (outer seal)?

Also the bottom piece of trim has a 2 in. crack in it. Someone has glued it together, will this matter?

Also what type of siicone should I use? I've read all the threads on this topic, but with my tank being a 200gal I thought It might make a difference. I can easily get GE1, but I hear it is soft.

Btw I plan on using nitril gloves, 91% alcohol as a solvent, and microfibers for applying alcohol. I also have TONs of razor blades.

I feel confident in doing this but I am putting this tank in an apartment in 2 weeks and I really donn't want to get sued over a busted tank!
