Look on Ebay... there is a guy in Hong Kong that sells them for about 7$ a pop (and yes, this includes shipping). They are good heaters, I usually buy 4 or 5 at a time.

I saw what you were talking about but buying thinings from hongkong usally takes 2 weeks to get it.

You can try CK Aquarium on San Gabriel Blvd., city of San Gabriel. They carry a lot of china made items. A 200 W heater usually cost around $12-$13 in there. Some do work quite well as long as you have them submerge all the time.
