210 gallon dual over flow problems

so i just set up a 210 gallon dual overflow aquarium everything is diy the stand the sump the plumbing everything but the tank and overflows so here is my problem the over flows are not flowing at the same rates ill have the tank filled and only the right side over flow is actually getting water the left will fill up to the overflow ledge but wont over flow. But i filled my sump and turned my pump on and left it full blast and both over flows are working now but the right side is definetly alot faster and makes tornado sound from the stand pipe in the overflow box if i turn my pump down the noise will go away but so does the left side flow dont know what to do please help
i did notice that my water level isnt level it is about about a quarter inch higher on the right side
specs:
210 gallon dual over flow aquarium
alpine 2100 gph pump
55g sump
stand pipes are about 2 1/2 inches from top of over flow
drains are 1 inch pvc in overflow box and 2 1/2 inch spa flex underneath leading to sump
return is 1 inch pvc leading to bulk heads and 3/4 inch above bulkheads

It sounds like the tank either needs to be leveled out or the stand pipe needs to be trimmed down just a little. Also, I you should be able to find some videos on youtube about how to silence that tornado sound.
 
I had the same problem on my 220 and this is how i got it dead silent. On one of the drains I put a 90 degree elbow and then on the other I put about two air line hoses to get rid of that dreadful suction sound. I'm running 1.75 inch drains but same theory. You can just cut about 8 inches of airline and put 2-3 of them in the drain and tape it some where and it will draw in air to get rid of the WAAASHUUUUU-UUU-UU-U sound lol. The airlines will have some noise so I found putting a clean airstone will make it quieter and only thing you will hear is your pump. Good luck
