I'm in PA most the time and have a license so NJ or the bottom south east corner NY would just be one more state over and at that price, possible road trip and close enough. Might want to stay in school and check your geography, WV isn't on the Atlantic coast inline w/ NC & SC as you mentioned,Virginia is.
