29 gallon aquascape

Okay guys (and gals), I am looking at creating a 29 gallon aquarium that I will stock with neons, otos, and danios of some sort. What would be the best filter for me to use in order to keep water crystal clear, and what kind of plants would be best with a stump of sorts as the center piece of the aquarium?

any half decent small external eg fluval 206 would be perfect just have lots of bio bacteria in then with some polishing pads. if you really felt the need to go full out ass a small uv to it.
