3 year tadpoles

Ok, so there is a fountain out in the front of my house, not big, may hold around 20-30 gallons of water. So around 3 years ago a few masses of frog eggs appeared, and guess what? Every single tadpole is still in there!! Only one has actually started to grow legs!! Now my question is, does it normally take this long for (I presume Cricket Frog) tadpoles to change? Or maybe they are not changing because of the lack of nutrients in the fountain?
 
idk i have some people say that there bull frogs stay as a tadpole for two-three years!
 
Everytime i come home i see them! It just boggles my mind!
