How do i know how much water is in the sump for it to work best. I have about 2 inches of bioballs completely under water is that about the correct water level or should all the balls be exposed to air!

How deep is the sump and the bio-balls.

Usually1/2 of the bio-balls (2" out of 4") are under water if that's your only bio-material. If your W/D is pushing alot of water then less can be under water. Set up this way then fine tune by your chemistry for maximum efficiency.

Thanks Dr Joe i have a sump of bioballs 2 feet long by 16 inches high. iwaki 30 about 1160 gph! I have only 4 inches under water and thats all i can do , if i put any more water the bulkhead leaks. Will that work or should i change the bulkhead and fill the sump so half the balls are under water. Looks like drip tray is working eveerything look very even.

Is everything staying very wet? If so, run with it. Watch the chemistry, if it's keeping up the the bio-load then there's no need to change things.
