So I know that I made a thread earlier about the same topic but for a 55 gallon. But turns out my floors wont handle that weight so I am either limited to a 30 or 40 breeder (mught be able to make a 36 by 24 by 12 tank) but I was wondering what interactive pair of cichlids which are not from a african lake I could keep in there.

Any cryptoheros, amatitliana, or archocentrus should work. Buy a group of small ones and grow them out.

With any cichlid, anthropomorphically personable has more to to with you than them, if you get them very young, and you spennd time, get them eating from or associate food with your fingers, they will react accordingly.
If you walk in once a day and toss a little food in, and walk away, I doubt that they will become more than just a fish, with a fish personality.
But a caveat, cichlids have long memories, if you decide to net them out occasionally and they associate you with that, fear, they may from then on, hide when you come around.
It is also probably a good idea for you to get cichlids the go back generations in the aquarium as opposed to wild ones.

I just dont know how personable they are

Thanks for all of that info. I am going to be keeping the tank near the foot of my bed so I think they will have plenty of interaction with me.

Almost all Cichlids have personality and as mentioned a lot depends on how the hobbiest interacts with him. Though most of their personality comes from begging for food.

You can quite easily get them to eat out of your hand as well as come to the top of the tank whenever you approach.
Just keep in mind that this behavior will take some time as the fish has to get used to you and get comfortable around you as they have an inbuilt instinct to avoid anything bigger than them and will initially hide when you approach.

As for your tank, a pair of jewels would go well in it and they are beautiful fish, whose personality you will enjoy.
